Not bad concept. Maybe if you make one Kiba for him and make their duo more powerful and creative. 

Also should boost the partner choose to no cost, just it's my opinion. 

But Akamaru by himself is good character. 

One Question? What happens if the partner dies? Can he choose the another alived ally to his partner or no?
