Too Slow, Shunko has a decent concept. But in consideration of the cooldown and cost, the effects are too beneficial. I suggest giving 1 cooldown and an additional 1 random cost. Another thing, which is mainly important, is the wording of your skill. You have shit grammar no doubt about it. But separating reiatsu and ether damage in 1 skill is quite clashing.

Tic-Toc Rescue honestly has no purpose in enhancing skills. I personally would have given that effect to her Too Slow, Shunko skill instead.

The enhanced effect for See Ya is very unnecessary.
