Samehada should go to Fuguki before Mangetsu if they're on the same team, but it doesn't always go. Please, fix this.

Not a bug.

It’s because Mangetsu is the one who casted the passive from HIS skill so it disregards the order. If it were from Kisame (S) himself then it will proceed into order.
