Mission Completed but Character not Unlocked (Maki)

I have completed the mission to unlock Maki "The cloth Bender" but she is still locked for me. I am the required Jonin rank, have completed the pre-requisite mission "A Common Foe", and have fulfilled all the mission goals such that they are all green. Her mission appears in my "Completed Missions" list.

Even after two days and the app being closed, the character is still locked. The mission is listed as complete, but I cannot add the character to my team since her avatar is shown behind chains.
