Doesn't really mean much, but for starters I dont like the fluff text in his description. Instead of describing his clothes I think you could describe what he's doing at this point in the series(Starting the war etc) Another thing that doesn't matter, but for continuity sake, I would change the skill names from "kamui" to maybe "Space-time". Though we all know he's Obito, I just think its better but overall none of this matters. 

For the skills I think it would be cool if the replacement skill acted as a sort of copy/reflect instead of 25 damage, but rather would copy the skill ignored and have it usable for one gen+random. For Uchiha barrier I might add that if they are affected they will take 5 more damage from Tobi's skills permanently. Overall decent chaarcter and decent concept for ignoring skills though I think the flow of the characters skills could be better, but they are still good.
